Combine the cream sauce, egg yolks, broccoli, lemon juice, and goat cheese, and set aside.
Combine the egg whites and cream of tartar, and beat until stiff but not dry. Fold the mixture into the broccoli, then spoon into a lightly greased 1 1/2 quart casserole.
Place the casserole dish in a Bain-Marie and bake at 325 for 40 minutes.
